Effective May 11, 2012, the NC Licensing Office of Pearson VUE handles the initial review of all new and renewal license applications, responds to applicant inquires on the license process/ application status, and collects all supporting documentation for application review. Applications that need additional regulatory review will be referred to the Agent Services Division for a licensing decision. North Carolina Resident Initial License Application Fees
North Carolina Resident Renewal License Application Fees
EFFECTIVE MAY 11, 2012 there is a NEW Resident license application process.
Applicants should submit a resident initial application on NIPR prior to taking any required licensing examinations. Licensing exams CAN NOT be scheduled until you complete a license application online with NIPR AND receive an email authorization from Pearson VUE that you are ELIGIBLE to take an exam. NIPR will now reserve a National Producer Number (NPN) for applicants when they submit an application as part of the new process if they do not already have a NPN previously assigned by NIPR.

- Applications are pended by the state, for additional information and exam/fingerprint submission requirements if applicable. NIPR applications are valid for six months from the application submission date and the applicant must complete all requirements for the license application to be completed within this timeframe.
- Variable Life & Variable Annuity Products applicants must hold active resident Life license or be applying for life license to be eligible for Variable Life & Variable Annuity Products
- Individual applicants - Applicant must be 18 years old or older as determined from the applicant's Date of Birth.
- • Surplus Lines applicants must have an active Producer License with the Property LOA prior to applying for Surplus Lines
- Applicants (resident or non-resident) applying for Med Supp/Long Term Care must have an active producer license for Accident & Health or Sickness prior to applying for be applying for at the same time for Med Supp/Long Term Care
- Business Entity applicants Must be a Legal Business Type.
- 1 Partnership
- 2 Limited Liability Company
- 3 Limited Liability Partnership
- 4 Corporation
- Non-citizen must provide a copy of work authorization or green card
- Upon answering any of the background questions with a YES response, please send
- A written statement explaining the circumstances
- A certified copy of the official document which demonstrates the resolution of the charges or any final judgment
- Send any required documents by going to https://pdb.nipr.com/docMgmt/jsp/docmgmt/terms.jsp and submitting the documents electronically through the Attachments Warehouse.
- Alternatively, these can be submitted directly to the NC Licensing Office of Pearson VUE.
- Pursuant to NC General Statute 58-33-125, the fees for license renewals are non-refundable
RENEWAL RULES
- All producer licenses with the following lines of authority DO NOT have to renew through NIPR:
- Life
- Accident & Health or Sickness
- Property
- Casualty
- Personal Lines
- Variable
- Medicare Supplement/Long Term Care
- Non-resident producer licenses are perpetual in North Carolina. As long as the producer maintains an active resident license in his or her home state, his or her non-resident license in North Carolina will remain active.
- All licenses are renewed at the license level.
- Renewal period for all license types begins 60 days prior to expiration date and ends 60 days after expiration date.
- At least one DRLP must hold an active NC license, resident or non-resident. (Excluding Auto-Rental Limited License and Self-Service storage limited license.)
- If an applicant applies for a Broker, Self-Employed Insurance Adjuster, Public Adjuster, Viatical Settlement Broker, Hail Adjuster, Company/Independent Firm Adjuster, Corporation, Partnership, Auto Rental Limit License, Public Adjuster Business Entity, Surplus Lines Business Entity, Portable Electronics Business Entity, Surplus Lines, Surplus Lines Business Entity, or Self-Service Storage Limit License after the first day of the renewal cycle, the applicant will not have a renewal available until the following year.
- CE status will be verified in the CE Compliance field on PDB (instead of SBS).
FINGERPRINT RULES
- Effective 10/1/2010, fingerprints are required for the following initial insurance producer license classes: Producer (life, accident/health/sickness, property, casualty, personal, variable life/variable annuity), Broker, Credit Agent, Limited Representative (dental, motor club, pre-arrangement, travel/accident/baggage) Auto Physical Damage, Title Insurance and Viatical Settlement Broker.
- These fingerprint requirements do not apply to insurance producers licensed prior to 10/1/2010 when adding additional lines of authority/licenses unless there are gaps of license authority in excess of 12 months or due to non-compliance with child support or continuing education.
- For the initial insurance producer license applicants, a $38.00 fingerprint fee is required and fingerprints must be electronically submitted for a state and federal criminal history background check following the instructions posted on the Department’s website http://www.ncdoi.com/asd/asd_agents_adj_res_fingerprint.aspx

- If an applicant submits a NIPR application for a license requiring fingerprints, the applicant should wait until this initial license is issued and displaying on the National Producer Database (PDB) before submitting another application through NIPR for a license type requiring fingerprints or the $38.00 fingerprint fee will be charged again.
- The Department must receive and review the application, the criminal history background record, and supporting documentation from any background or screening questions with a “yes” response” for licensure decision. Please be aware that this may add additional processing time of 4-6 weeks for license issuance.
- Effective 7/1/2010, individual public adjuster applicants and “key persons” of public adjuster business entities must also submit fingerprints following following the link in the email from NIPR after application submission to access instructions and forms.
- For the initial public adjuster license applicants and each “key person” of public adjuster business entities, a $38.00 fingerprint fee is required and fingerprints must be electronically submitted for a state and federal criminal history background check. The NC Licensing Office of Pearson VUE must receive and review the application, the criminal history background record, and supporting documentation from any background or screening questions with a “yes” response” for licensure decision. Please be aware that this may add additional processing time of 4-6 weeks for license issuance.
