State Specific Individual Requirements for initial application

Every individual applicant for a New Jersey resident insurance producer license must meet the following requirements:

  • An affiliation is not required and the applicant may skip the page on the uniform application.
  • Individuals must be eighteen (18) years of age or older.
  • Individual must not have another active resident state on Producer Database (PDB).
  • Individuals must supply residence, business or mailing address in New Jersey. Residence address cannot be P.O. Box.
  • Applicant must currently hold or be applying for a life LOA when applying for variable.
  • Individuals must not have an active nonresident license in New Jersey.
  • If license has been expired for less than one year, applicant must late renew via Resident Licensing Renewal (RLR) Application.
  • Individuals applying for surplus lines must currently hold or be applying for property or casualty LOAs.
  • Individuals cannot apply for a license amendment to an active license with an expiration date in the past.
  • Individuals must not have an inactive resident license in the state with an expiration date in the future.
  • For individuals applying for all major lines of authority and/or bail bonds, complete the required pre-licensing education and successfully pass the New Jersey producer licensing. No letter of clearance is required when changing your resident state if your resident state license status is available on the PDB. If you successfully pass the state licensing exam, your test results are automatically electronically submitted to the online system.
  • Individuals applying for all major lines of authority and/or bail bonds or any officer, director or owner of ten percent or more of a business entity seeking licensure must schedule and have their fingerprint impressions taken through the State's Live Scan electronic fingerprint process before applying online. Application cannot be processed until the results of Live Scan are received. Scheduling information for Live Scan and appropriate forms can be found at the Department's website at: http://www.state.nj.us/dobi/index.html
  • All applications for the public adjuster license class will be deferred to the state for further review. The New Jersey Public Adjusters’ Licensing Act requires each licensee to maintain a $10,000 dollar bond from a surety insurer authorized in New Jersey. Proof of bond is required before license will be issued. The law also requires two (2) passport photos. Please provide proof of compliance for bond requirement and two (2) pass port photos to: Producer Licensing: P.O. Box 327 Trenton NJ 08625 or by Email: inslic@dobi.state.nj.us or by Fax: (609) 984-5263.

State Specific Business Entity Requirements for initial application

Every business entity applicant for a New Jersey resident insurance producer license must:

  • Firms must supply a New Jersey business address as their principal place of business. Business address cannot be P.O. Box.
  • Firms must not have an active nonresident license in New Jersey.
  • If license has been expired for less than one year, applicant must late renew via Resident License Renewal (RLR) Application.
  • Firms cannot apply for a license amendment to an active license with an expiration date in the past.
  • Firms must not have an inactive resident license in the state with an expiration date in the future.
  • Firms must specify a Designated Responsible License Producer (DRLP) with at least the same LOA's as that requested by the firm. When more than one DRLP is specified, the combined LOAs of all DRLPs must cover the lines requested by the firm. The exception to this rule is if the application is for portable electronics or public adjuster license class. Public adjuster only requires a DRLP to hold an active license in New Jersey. A DRLP is not required for the portable electronics insurance class.
  • For business entities, New Jersey requires producers listed as the Designated Producers for a business entity to have an active New Jersey license and cumulatively cover all lines of authority requested on the application.
  • For business entities a copy of the certificate of incorporation or partnership stamped "Filed" by the County Clerk, Department of Treasury or other recording Authority as well as, when applicable, the letter from the Department confirming approval of the name must be faxed to the Department. Recording by the County Clerk or others does not guarantee acceptance by the Department.
  • Names that do not comply with N.J.A.C. 11:17- 2.7 will be disapproved.
  • All applications for the public adjuster license class will be deferred to the state for further review. Additional Renewal Fee Information:

  • The State fees are per license no matter how many LOA's are renewed. Example: If an applicant renews any major line, he is charged the $150.00 even if he also asks for limited line. The fee is $75.00 only if limited lines are requested.
  • Same rules apply to late fees as to regular renewal fees. Example: If an applicant late renews any major line, he is charged the $100.00 even if he also late renews a limited line. The late fee is $50.00 only if limited lines are requested.

State Specific Individual Requirements

Every individual applicant for a New Jersey resident insurance producer license must meet the following requirements in order to renew their license:

  • An affiliation is not required and the applicant may skip the page on the uniform application.
  • Background question documentation can be submitted via the NIPR Attachment Warehouse.
  • Renewal certified education requirements for major lines of authority, surplus lines, and title.
  • Resident individual licensees who have major lines of authority, surplus lines, or title, are required to fulfill twenty-four (24) hours of certified education, with three (3) of those hours in ethics.
  • Producers with limited lines only licenses are not required to fulfill certified education requirements.
  • The department has contracted with PSI to track the credit balance of each licensee.
  • NIPR does not look at the PSI record, they look at the certified education compliance field on the Producer Database (PDB) record.
  • New Jersey renews licenses for a two year period. Only renewals in the current renewal cycle may be processed for sixty (60) days prior to expiration and twelve (12) months following expiration. If your license has been inactive for one year or more, you must qualify as a new applicant, including any prelicensing education, examination and fingerprinting requirements. Late renewals (more than thirty (30) days after expiration) require payment of a late renewal fee of $100.00 for major lines and $50.00 for limited lines only.
  • Processing Rules:
    • Renewals open sixty (60) days prior to expiration and close one year after expiration. Applications received thirty (30) days or less following expiration will not be charged a late fee. New Jersey allows a grace period of thirty (30) days after expiration where license can be renewed without penalties. Applications received more than thirty (30) days but less than one (1) year following expiration are considered to be late and will be charged a late fee.
    • Licenses are renewed at the class level. Partial renewals will not be accepted.
    • Individual applicants must supply a resident, or business address in the state of New Jersey. Residence addresses must not be P.O. Boxes.
    • Individuals must not have an active nonresident license in New Jersey.
