State Specific Individual Requirements for initial application:

Every individual applicant for a Massachusetts resident license must meet the following requirements:

  • Background question documentation can be submitted via the NIPR Attachment Warehouse. If you plan to mail documentation to the Division instead, please be sure to include your license number and your NIPR transaction number.
  • Surplus lines broker applicants must actively hold both producer property and casualty.
  • Exam validations will occur for new licenses and amendments (if applicable) for individual producer lines of authority.
    Applicant must not have an active non-resident license in the state.
    Applicant answered “Yes” to “Are you a Massachusetts resident military veteran?” Applicant must submit supporting documentation (DD-214) to the Division of Insurance.
  • Applicant answered “Yes” to “Are you legally blind?” Applicant must submit supporting documentation based upon their type of business to the Division of Insurance.
  • Variable applicants must enter FINRA CRD number on application.
  • Applicant applying for variable must actively hold or apply for life in Massachusetts.

State Specific Business Entity Requirements for initial application:

Every business entity applicant for a Massachusetts resident license must:

  • Background question documentation can be submitted via the NIPR Attachment Warehouse. If you plan to mail documentation to the Division instead, please be sure to include your license number and your NIPR transaction number.
  • Applicant applying for Variable must actively hold or apply for Life in Massachusetts.
  • Firm type must be one of the following:
    • Partnership
    • Limited Liability Company
    • Limited Liability Partnership
    • Corporation
  • Producer only: At least one Designated Responsible Licensed Producer (DRLP) must be listed on the application.
  • Producer only: All DRLPs must have an active resident license on PDB (does not have to be in Massachusetts.)
  • Producer only: All DRLPs must be actively licensed in the state on PDB (resident or non-resident of Massachusetts.)
  • Producer only: All DRLPs provided on the Business Entity application must also be listed as members (affiliations). There may be additional members listed outside of the DRLPs.
  • All members (affiliations) must be actively licensed in the state on PDB (resident or non-resident licensee in Massachusetts.)
  • Lines of authority of the member(s) (affiliations) listed must cumulatively cover the lines of authority (LOAs) being applied for by the business entity.
  • Applicant must not have an active non-resident license in the state.
  • At least one owner, partner, officer or director must be listed on the application under the owners, partners, officers, and directors section.
  • Surplus lines broker applicants must actively hold both producer property and casualty.
  • Before a business entity can apply for licensure, they first must submit specific documentation based upon their type of business, to the Division of Insurance for name approval.
  • Surplus lines only: All members must hold an active Massachusetts surplus lines broker license on PDB for the license in which the business entity is applying.
  • Applicant cannot enter DBA name. Name must be approved by Massachusetts Divison of Insurance first.
  • Applicant must provide the Business Entity Name Approval Confirmation number from Massachusetts Divison of Insurance.
  • All phone and fax numbers entered on application, including submitter information must follow these rules:
    • No lengths greater than ten (10) characters.
    • Numeric value only.

State Specific Individual Requirements:

State fees will not be collected by NIPR when a transaction is declined according to Massachusetts business rules. Transaction fees and processing fees still apply. Violation of the following rules will result in a decline response. Absolutely no refunds will be issued.

Every individual applicant for a Massachusetts resident license must meet the following requirements in order to renew their license:

  • Background question documentation can be submitted via the NIPR Attachment Warehouse.
  • Producer only: Licenses are eligible for renewal starting sixty (60) days prior to license expiration date (expiration date is birth date for individuals).
  • Individual producer applicant may not renew if license is active but current date is past expiration date. Applicant must wait for PDB to be updated before submitting a reinstatement.
  • Individual producer applicants may apply for reinstatement via Resident License Renewal (RLR) starting the day after expiration date and up to twelve (12) months past the expiration date. Reinstatement applications will include a penalty fee (see fee section). After twelve (12) months has expired, the applicant must apply as a new applicant by submitting an application and passing test score report(s) to the Division.
  • Applicant must not have an active non-resident license in the state.
  • Applicant must provide a business phone number.
  • Massachusetts resident Veterans are required to submit DD-214s to receive the Veteran exemption (this exemption does not apply to non-resident Veterans).
  • Legally Blind individuals are required to submit documentation of their declared Legally Blind status to receive the Legally Blind exemption (both residents and non-residents).
  • Surplus lines brokers note: Surplus lines brokers renew annually from original date of licensure.
  • Reinstatements are not allowed for surplus lines individuals. Beginning the first day following license expiration date, the surplus lines
  • individual must apply as a new applicant by submitting application through Resident License (RL).
  • Applicant must currently hold an active producer license with property and casualty LOAs in order to renew surplus lines Broker license.

  • Surplus lines brokers note: Surplus lines brokers renew annually from original date of licensure.
  • All members listed for surplus lines brokers must be actively licensed as individual surplus lines brokers in Massachusetts, either as a resident or non-resident and be posted on PDB.
  • Applicant must currently hold an active producer license with property and casualty LOAs in order to renew surplus lines broker license.
