Additional Fee information for the Producer License Class:

 

A licensing fee is prorated if the total days of licensing granted to the applicant is less than a full two years (730 days) as determined by the assigned expiration date, which is final day of the applicants birth month two years in the future. If the license is issued for a full two years or 730 days, there is no prorating and the normal fee applies. Total length of license granted will be no less than 18 months and no more than 29 months.

State Specific Individual Requirements for initial application

Every individual applicant for an Illinois resident insurance producer license must meet the following requirements:

  • Illinois prefers that you use the electronic application; paper applications can take 6-10 weeks to process.
  • New resident producers will be unable to apply on-line for five days after the completion of their exams (all parts) through Pearson Vue. In order to be eligible to apply for these LOAs at that time, producers must also have completed pre-licensing. Please check with your prelicensing and exam provider to be sure all parts have been passed and submitted before contacting NIPR or the Illinois Department of Insurance.    
  • An affiliation is not required and the applicant may skip the page on the uniform application.
  • Individuals must be 18 years of age or older.
  • Individual must not have another active resident state on PDB.
  • Individuals must supply residence, business, and mailing address in IL. PO Box is only accepted for mailing address. Residence and Business address must be physical address.
  • Applicants applying for either Property or Casualty or both will not be able to apply for Personal lines.
  • Applicants applying for a Producer license must pass both the required exam and pre-licensing exam.
  • Applicants applying for the Variable Contracts line of authority  must provide proof of passing series 6 or 7 of the FINRA report to the IL DOI before a Variable Contracts line of authority will be granted.  Proof of passing can be faxed to 217-557-8455.
  • Applicants whose Producer license expired within the past 12 months (or with a cancelled license) may reinstate that license through the RL application for double the normal licensing fee.
    • Reinstatements are exempt from exam requirements during this time, but are required to meet CE requirements.
    • Following the 12 month period after expiration, applicant may reapply through the RL application for the normal fee for LOAs, but must re-take both PLE and required exam.
  • IL only allows amendments to a Producer license if  the license is active and not expired.  The applicant must meet the pre-licensing and exam requirements to apply for requested LOA.
  • Limited Lines Producer License Class and Temporary Producer License Class are exempt from pre-licensing and exams.
  • If applying for the license type Surplus Lines Producer class, then applicant must hold an active Producer license with equivalent Property and Casualty qualification in Illinois.
  • An agent can only apply for one temporary license in their lifetime.  If a temporary license is applied for and there is an active or inactive Temporary Producer license class on PDB, the transaction will be declined.
  • Limited Lines Producer License Class and the Temporary Producer License Class:
    • Initial RL transaction must be completed so that companies can submit an appointment to allow Illinois to issue a license for these particular Limited Lines and Temporary Producer licenses.
      • Note: If an appointment is not submitted and approved by the state within 30 days of the Producer obtaining the initial license, the license will be automatically cancelled. Appointments will not be accepted if the license on PDB is in inactive or cancelled status.
      • Note for Limited Lines Producer License: If the license is in inactive or cancelled status on PDB, the Producer will then have to reapply for the license class again so that the company can submit an appointment.
      • A producer is only allowed to obtain one Temporary Producer license per lifetime.
    • Producers will not pay for the license, only the NIPR transaction fee.
    • Multiple companies may hold appointments (licenses) on PDB for any one individual.
    • If a company terminates, the license still may be active on PDB. Multiple companies may hold a license with the individual.
    • Limited Lines Producer license will go through the appointment renewal process as long as the license is active in order to renew the license.
    • Temporary Producer licenses will automatically expire after 90 days. They are not allowed to be renewed.
  • The Variable Contract line of authority is not available via initial electronic application. Approved applicants must provide proof of passing series 6 or 7 of the FINRA report to the IL DOI before a Variable Contracts line of authority will be granted. Submit Documentation by NIPR Attachment Warehouse or fax to the IL DOI at 217-557-8455. 
  • Navigator Certificate licenses are only issued for 1 year.
  • Navigator Certificate license applicants must pass a prelicensing exam (PLE) before their license will be issued.
  • Illinois DOI requires proof that the Navigator Federal Training was taken before issuing a Navigator license. Please scan and email a copy of the transaction receipt with the resident license transaction number on it and a copy of the certificate of completion of the entire federal training provided at the end of the online training course to the Illinois Department of Insurance. This step is necessary in order to confirm applicant completion of the federal training program. Please submit Documentation by fax to the IL DOI at 217-557-8455 or by email to DOI.Licensing@illinois.gov .

  • All business entity applications require at least one DRLP.  DRLP’s must:
    • A DRLP license must be listed on PDB and be applying for a business entity license. If a DRLP license is not active or not listed on PDB, applicant will still owe the state fee and the transaction will be declined.
    • Have an active resident or non-resident license in IL.  This excludes Car Rental limited license and Self Service Storage limited license. DRLP does not have to maintain license in IL.
    • If application is for Navigator Certificate license class with LOA of Navigator or LOA of In Person Counselor, at least one DRLP must hold an active resident or non-resident Navigator license with the Navigator LOA in Illinois.
  • At least one of the Designated Producers specified on the application must also be specified as an Owner, Partner, Officer or Director. At least one Owner, Partner, Officer or Director must be entered on the application.
  • Business entities must supply residence, business, and mailing address in IL. PO Box is only accepted for mailing address. Business address must be physical address.
  • Illinois DOI requires a list of all affiliations before a Navigator Certificate License will be issued.
  • Navigator Certificate licenses are only issued for 1 year.

  • An affiliation is not required and the applicant may skip the page on the uniform application.
  • Renewal is determined by the expiration date of the license number.  Individual Producers may electronically renew their license if the license is only for these major lines of authority including Life, Health, Property, Casualty, Variable, Personal Lines, or Motor Vehicle. Electronic Renewals will be available up to 90-days prior to your license expiration date.
  • If renewing the license type “Surplus Lines”, then applicant must hold a Producer license with equivalent Property and Casualty LOA in Illinois.
  • Electronic Renewals must be renewed for all active lines.  Paper Renewals are required if only renewing partial lines.
  • Individuals with expired licenses must reinstate through RL application.
  • Renewal CE Requirements for Major Lines of Authority, Surplus Lines, and Title
    • Effective Jan 1, 2010 - Applicant must have 3 hours of Classroom Ethics Study before they can renew.
    • Before Producer can renew electronically, PDB must show Producer as CE compliant.
