State Specific Individual Requirements for initial application
- Individual applicants: licensing examinations: Contact PearsonVue. Individuals applying for all major lines of authority must successfully pass the Hawaii producer licensing exam(s). Hawaii does not allow any professional insurance designations as exemptions to licensing examinations.
- An appointment form need not be submitted with the application. However, refer to §431:9A-114 Appointments: (a) an insurance producer shall not act as an agent of an insurer unless the insurance producer becomes an appointed agent of that insurer or is contracted with and appointed by an insurance producer so appointed.
- Licensees are reminded to secure a General Excise Tax License, as required under the tax laws for the State of Hawaii. Please contact the Hawaii Department of Taxation at (808) 587-4242 or call (800) 222-3229 for more information.
- All applicants must supply a Hawaii resident or business address. Residence and business address must not be a P.O. Box.
- FINRA CRD# is required if individual is applying for a variable license applying for a life LOA in Hawaii.
- Fingerprinting Required for Resident Individual License Applications, effective November 1st, 2010.
- Effective November 1st, 2010: All resident individuals are required to be fingerprinted prior to submitting a license application for initial license or license reactivation.
- To obtain fingerprints, contact our fingerprinting vendor, FieldPrint, to schedule an appointment. Call toll free at 877-614-4364. Or, go online at http://www.fieldprinthawaii.com. Fees for fingerprinting (including state and federal submission fees) are collected by FieldPrint.
State Specific Business Entity Requirements for initial application
- An appointment form need not be submitted with the application. - All applicants must supply a Hawaii business address. Business address must not be a P.O. Box.
- Business entity/agency applicants are required to send the following attachments to the Hawaii Department of Commerce and Consumer Affairs, Insurance Division, Licensing Branch.
- Has a designated licensed producer who is a natural personal responsible for the business entity’s compliance with the insurance laws and rules of this State. This person is entered in the Uniform Application under Designated Responsible Licensed Producer. At least one of the Designated Responsible Licensed Producers entered must have an active producer license in Hawaii.
- Any licensed producer so designated or empowered by a corporation or partnership may not be so designated or empowered by more than one corporation or partnership, except when the corporation or partnerships are affiliates of each other. As used herein, a corporation or partnership is an affiliate of another corporation or partnership, if the same person directly or indirectly through one or more intermediaries, controls either corporation or partnership.

State Specific Individual Requirements
State fees will not be collected by NIPR (on behalf of Hawaii) when a transaction is declined according to Hawaii business rules. Transaction fees and processing fees will still apply. Violation of the following rules will result in a decline response.
- Background question documentation can be submitted via the NIPR Attachment Warehouse.
- Individual applicant’s residence and business address must be in Hawaii (both are required for individuals) NOTE: Residence and business address must not be a P.O. Box
- Individual applicant currently holds another active resident license on PDB and is applying for change of resident/home state. At this time HawaiiI is not offering applications with a Letter of Clearance if applying for a reciprocal license.
- Applicant must not have an active non-resident license in Hawaii.
- Individual renewal is determined by birth month. Producers and surplus lines brokers renew on the 16th day of their birth month. Those born in odd years renew in odd years; those born in even years renew in even years. Renewal will open on the first day of the month, two months prior to expiration. Example: Licenses due on July 16th are able to renew electronically beginning May 1st.
- Applicant may reinstate license electronically up to thirty (30) days past expiration. After thirty (30) days applicant will no longer be eligible to reinstate electronically. Note: Penalty fees apply to reinstate within thirty (30) days. See section 3.
- All phone and fax numbers entered on application must contain ten (10) digits.
- Any producer with accident and health, life, casualty, marine, property, surety, vehicle and/or personal lines LOAs must satisfy CE Compliance (CE flag is provided by CE Compliance field on PDB record).
- Any surplus lines broker with casualty, property, or personal lines only must satisfy CE Compliance (CE flag is provided by CE Compliance field on PDB record).
- Applicant must renew all active lines held at renewal.
- In order for a producer to renew his or her license, the producer must also have an active surplus lines broker on the PDB.

- Business Entity Applicant must provide at least one DRLP. All DRLP’s must be actively licensed in Hawaii. NIPR will reject if any of the DRLP’s entered on the application are not actively licensed in HI on the PDB. All LOAs being applied for by the business entity must be cumulatively covered by the LOAs of the DRLPs provided.
- Applicant must renew all active lines held at renewal.
- In order for a producer to renew its license, the producer must also have an active surplus lines broker on the PDB.
