State Specific Requirements for Resident Initial Licensing (All Applicants)
Every applicant applying for an Alaska Resident initial license must meet or be aware of the following requirements:
- Fingerprinting information:
- Applicants must submit an FBI FD 258 fingerprint card to the Alaska Division of Insurance with $51.50 Fingerprint Card evaluation fee made payable to the State of Alaska. A fingerprint card is only required if the applicant does not hold an active insurance license.
- The fingerprint card is required for a state and national criminal background check to occur.
- The Code of Federal Regulations provides a procedure to obtain change, correction, or updating of identification records in 28 CFR 16.34. You may direct any challenge as to the accuracy or completeness of any entry on your record to the FBI, who will then forward your challenge to the agency which submitted the data. Please refer to www.fbi.gov for additional information.
- Background question documentation can be submitted via the NIPR Attachment Warehouse.
- All fees are nonrefundable (3 AAC 31.060(a)(2)).
- Applicant must be eighteen (18) years old or older as determined from the applicant’s date of birth.
- Applicant applying for a limited - title license class/line of authority (LOA) combination can only hold a single LOA.
- Applicants licensed as an insurance producer in another state who moves to this state shall make application within ninety (90) days of cancellation of the previous resident license.
- Non-citizens of the U.S. must provide employment authorization document or permanent resident card. Note: Federal law requires employment authorization.
- Designated Responsible Person (Compliance Officer) - The business entity the compliance officer represents is required to submit the Business Entity Uniform Application concurrent with the individual application for the compliance officer.
- Designated Responsible Person (Compliance Officer) is required to hold an active license and cumulatively hold all lines of authority requested on the application.
- Business Entities - The designated responsible producer (compliance officer) is also required to submit the Individual Uniform Application for Producer.
- Business Entities - The compliance officer must be qualified for all lines of authority for which the business entity is seeking licensure.
- License Expiration Dates:
- Individuals - the license will expire on the birth date, odd/even year of birth. If an applicant applies within three (3) months of their expiration date, the license will be issued up to twenty-seven (27) months.
- Business Entities (Firms) - the license expiration date is two years from initial date of licensure.
- All Adjusters must have at least six (6) months active working experience within last two (2) years.
- Alaska will allow reinstatement of a license if:
- License status is not active.
- Expiration date is more than one (1) day and up to seven hundred and thirty (730) days.
- Reinstatement due to a lapse/expiration for nonpayment of renewal fees will result in late penalty fees of $100 if 1-60 days late; and $200 over sixty-one (61) days late in addition to renewal fee.
- Licenses will be issued with an expiration date determined by date of birth:
- If you were born in an even numbered year, your license will expire on your birthday in an even numbered year.
- If you were born in an odd numbered year, your license will expire on your birthday in an odd numbered year.
- Violation of the following rules will result in a decline response.
- Non-citizens who do not hold a U.S. resident license will be declined.
- Business email address is required.
- Business fax number is required.
- Applicant must provide an Alaska resident address; must not be a P.O. box.
- Applicant must provide an Alaska business address; must not be a P.O. box.
- Applicant applying for or already holding the property and casualty LOAs in Alaska may not also apply for personal lines LOA. Personal lines is already covered by the property and casualty LOAs in Alaska.
- Variable annuity and variable life applicants must provide their CRD#.
- All surplus lines broker applicants must hold an active producer license with property and casualty LOAs.
- Applicant for limited - title must not hold any other active license class.
- Applicant holding an active limited - title may not apply for any other license class.
- Applicants are not allowed to apply for surety LOA if property and casualty LOAs are actively held on PDB. This applies across license classes.
- Applicants applying for viatical settlement representative, broker or provider license must hold an active producer license for life, variable annuity and variable life.
- Applications not completed within four (4) months from the date filed will be considered withdrawn and new application forms and fees will be required pursuant to Alaska Statute 21.27.040(f).
State Specific Requirements for Third Party Administrator applicants
All third party administrator applicants must submit or be aware of the following requirements. Documents can be submitted using the mailing address referenced in the State Contact Information section.
- All basic organizational documents of the third-party administrator, including articles of incorporation, articles of association, partnership agreement, trade name certificate, trust agreement, shareholder agreement and other applicable documents and all endorsements to the required documents.
- Bylaws, rules, regulations and similar documents regulating the internal affairs of the administrator.
- The names, mailing addresses, physical addresses, official positions and professional qualifications of persons who are responsible for the conduct of affairs of the third-party administrator, including the members of the board of directors, board of trustees, executive committee or other governing board or committee, the principal officers in the case of a corporation or the partners or members in the case of a partnership or association, shareholders holding directly or indirectly ten (10) percent or more of the voting securities of the third-party administrator and any other person who exercises control or influence over the affairs of the third-party administrator.
- Certified (audited) financial statements for the prior two years prepared by an independent certified public accountant that establish that the applicant is solvent, that the applicant's system of accounting, internal control and procedure is operating effectively to provide reasonable assurance that money is promptly accounted for and paid to the person entitled to the money. If the applicant submits a consolidated statement, a consolidating worksheet for the applicant must also be included.
- A statement describing the business plan including information on staffing levels and activities proposed in this state and in other jurisdictions and provide details establishing the third-party administrator's capability for providing a sufficient number of experienced and qualified personnel in the areas of claims handling, underwriting, and record keeping.
- Identify the key personnel who supervise or have responsibility over personnel performing TPA functions

State Specific Requirements for Resident License Renewal (All Applicants)
Every applicant applying to renew an Alaska Resident license must meet or be aware of the following requirements:
- All individual applicants are subject to continuing education requirements must submit the Continuing Education Report Form for any credit hours claimed for a class taken prior to 1/1/14. Credit hours earned after 1/1/14 must be submitted directly to the division by the CE provider. Continuing education is not required for limited lines licensees (credit, travel, title, portable electronics, bail bond), persons holding a temporary license, or individuals who have not been licensed for at least twenty-four (24) months.
- If licensee identifies that administrative action has been taken that has not been previously reported to this state or the licensee has had a criminal conviction or been charged with a crime, a statement of the circumstances and copies of the court documents must be filed for review. Administrative actions require the licensee to submit copies of the action or file the information through NIPR.com (warehouse of actions) for staff review and approval.

- All fees are nonrefundable (3 AAC 31.060(a)(2)).

- Business fax number is required on all applications.
- Business email address is required on all applications.
- Variable annuities or variable life applicants must hold active life LOA before renewing.
- At least one Designated Responsible Licensed Producer (DRLP) must be provided on the application.
- At least one DRLP must have an active resident or non-resident license in Alaska.
- DRLP must cumulatively cover the LOAs for that specific license class requested on the business entity application.
- To be valid LOAs, DRLP LOAs must be active and be associated with the same license class as the applicant license class.
- Applicant renewing surplus lines broker (PDB code 14) must hold active producer license with property and casualty LOAs prior to applying for surplus lines broker renewal.
- A licensee holding a limited - title license class/LOA combination may not be licensed for any other license class/lines.
- Any changes to the lines of the authority on the license being renewed must be made directly with the state Division of Insurance.
- Applicants must renew all lines of authority appearing as active on PDB associated with applicant license class.
- Applicants applying for viatical settlement representative, broker or provider license must hold an active producer license for life, variable annuity and variable life.
- Applications not completed within four (4) months from the date filed will be considered withdrawn and new application forms and fees will be required pursuant to Alaska Statute 21.27.040(f).
